Dr. O’Brien is considered one of the leading experts in energy regulatory matters in the United States with comprehensive knowledge of the restructuring of the electric and gas industry. Dr. O’Brien has has also served as an expert witness, providing litigation support on cases dealing with contract disputes, mineral royalty rights and damage valuation.  Dr. O'Brien has provided expert testimony and submitted filings and commetns in numerous proceedings at both the state and federal level.  Dr. O’Brien also has authored over 40 articles and a book on various energy matters.

Dr. O’Brien has also served as Principal Investigator on a number of research projects dealing with "clean energy" technologies, gasification, climate change and carbon capture.

Dr. O'Brien founded one of the country’s first retail electric and natural gas marketing companies in the country and has extensive expertise in areas including: economic analysis of emerging market opportunities, cost-effective customer acquisition strategies, optimal market segmentation, product offering development, cross-selling opportunities, product convergence, regulatory strategies and compliance, optimal management and organizational structure controls.

Dr. O’Brien also served as Full Scientist at Brookhaven National Laboratory for nine years, consulting on electric generation regulation for the US government.


Matthew F. Rose, Principal
 

Mr. Rose has more than twenty years experience as a consultant in the energy industry.  He has extensive experience in providing advice to clients facing issues associated with energy and environmental matters.  He has successfully assisted industry clients in evaluating market opportunities and improving their completitive position to take advantage of evolving energy markets.  He has worked with numerous domestic and international clients on various strategic engagements including: environmental strategy, "clean energy" technologies, demand response  management, energy efficiency, new business ventures, technology assessment, and asset valuation. He also has extensive market research skills having worked at the Institute for Social Research at The University of Michigan.

Mr. Rose has served as an expert witness in various client proceedings. He has also authored numerous guidebooks, reports and publications and papers. Mr. Rose is also an experienced training instructor and provided training services to numerous industry clients, trade associations and government agencies.




Joel Blau, Esq.
 

Mr. Blau has worked in the energy industry for over twenty years and has extensive experience in utility regulation in the private and public sectors. He participated in electric industry restructuring proceedings in several states, including a New York case in which the PSC approved a petition to establish the first retail access program in the state. Mr. Blau served as Regulatory Counsel representing various energy companies in administrative and licensing proceedings.

Mr. Blau has also served on the New York State Consumer Protection Board as Director Of Utility Intervention, responsible for the oversight of staff attorneys and accountants related to proceedings on utility rates, including expert testimony and post-hearing briefs. Initiated proceedings, which affected utility rate structures.

Mr. Blau also served as Senior Counsel on the New York Public Service Commission representing commission staff in utility rate cases and environmental proceedings.




Anna Bumbera, Administrator
 

Ms. Bumbera has worked as a consultant in the energy industry for over ten years. She has worked on numerous market and survey research efforts and is skilled in related areas of research design, questionnaire development, and analysis techniques. She has conducted market research efforts with clients including: BP Amoco, TXU Energy, Exelon Corporation, Entergy Corporation, GPU Energy and Williams Energy.

Ms. Bumbera has also managed extensive training and workshop efforts including month-long initiatives with visiting staff from Korea Electric Power Company (KEPCo) and workshop efforts with FERC, TVA and Duke Energy.

Lori Smith Schell, Ph.D.

Dr. Schell serves as President of Empowered Energy, providing independent consulting services in the fields of natural gas, power and emissions. Areas of specialization include regulatory affairs and expert witness testimony, risk management, commodity procurement and contract management, market analysis, and emissions allowance trading. Dr. Schnell has 20 years of experience in the energy industry, including policy analysis work done at the U.S. Department of Energy and Los Alamos National Laboratory.

Prior to founding Empowered Energy, Dr. Schnell was the Director of Energy Risk Management for Trigen Energy Corporation, where she orchestrated electricity and natural gas hedging strategies for Trigen’s operating units, supported by in-depth commodity market and contract analysis. Dr. Schnell also represented Trigen on the Board of Directors of the Independent Power Producers of New York, Inc. (IPPNY).

Dr. Schnell earlier served as the Manager of Regulatory Affairs & Market Analysis for Air Products and Chemicals, Inc., providing expert witness testimony in numerous natural gas pipeline proceedings at the Federal Energy Regulatory Commission (FERC), on behalf of a coalition of up to nine industrial natural gas end-users.




S. “Bala” Balakrishnan
 

Mr. Balakrishnan is Vice President of ANB Enterprises Inc, an energy engineering and software company focused on serving clients in the wholesale and retail gas and electric markets. He also serves as Managing Director of Savant Technologies Inc, an international firm providing product development and software support services.

Mr. Balakrishnan has over twenty years of experience strategy development, engineering support, financial analysis and product development in the areas of energy efficiency, demand-side management, load profiling, distributed generation, retail risk management and deregulated electric and gas markets. Mr. Balakrishnan is also skilled in developing engineering and financial models, working with clients to effectively capture and manage market and price data.

Mr. Balakrishnan received his M.S. in Mechanical Engineering from the New Jersey Institute of Technology and a Batchelor of Science in Engineering from the University of Bombay, India.




Robert J. Cassandro Esq. Senior Consultant
 

Mr. Cassandro has experience in contract drafting and negotiation, regulatory intervention, compliance and monitoring, licensing, and market analysis. He is involved in preparing and negotiating contracts with suppliers, marketers, transporters, developers, engineering, design and construction professionals, power plant and landfill operators, independent power producers, utilities, financial institutions, end users, property owners, joint venturers, aggregators, and independent contractors. In addition, he is also involved in shareholder and corporate governance issues, as well as federal and state regulatory and licensing issues. Mr. Cassandro was also in-house counsel for the Long Island Lighting Company, a Fortune 500 energy company/utility, negotiating and executing energy related transactions and adjudicating regulatory issues relating to electric power and natural gas transactions and operations, independent power projects, fuel storage, project finance, computer software and construction contracts, and emission allowance trading.




Ronald E. Celentano, Senior Consultant
 

Mr. Celentano is a nationally-recognized expert in the solar energy field. His achievements include: Grant Program Administrator for the Sustainable Development Fund – Co-designer of the SDF Solar PV Grant Program; started up the program and currently oversee operations; review grant applications and system designs; PV systems performance inspector; educate and provide technical assistance to consumers, installers and code officials; collect and analyze performance and cost data: Aug. 2001-Present

Karen O’Neill, Esq.
 

Ms. O’Neill has over 20 years of experience in management, government affairs and law, in both regulated and competitive segments of the energy industry. Her experience is particularly deep with respect to the design, functioning and regulation of competitive retail energy markets, and with the environmental regulations and programs impacting energy markets. She most recently served as Vice President for New Markets for Green Mountain Energy Company. In this role she was responsible for creating and implementing legislative and regulatory agenda, identified relevant business opportunities and provided regulatory support and guidance for company entry into new markets and new business lines.

As a representative of Green Mountain Energy Company, she was involved in the development of Renewable Energy Credit (aka, tradable renewable credit or tag) programs across the company, and has expertise in the marketing of cleaner and renewable energy products. She also has experience in working on behalf of clients with FERC on wholesale market issues and FERC’s standard market design initiative.

Prior to joining Green Mountain Energy Company, Ms. O’Neill was an executive at Green Mountain Power Corporation and also worked for the US Department of Justice. She received a BA degree from the University of Pennsylvania and her law degree from George Washington University.




Joseph Solomon
 

Mr. Solomon, is President of Provident Energy Consulting and works with Vista Energy in providing a range of business management, finance, engineering and operations support. Mr. Solomon’s focus includes energy procurement strategy, performance contracting, rate analysis and demand-side management. He specializes in working with various clients including small businesses, major commercial firms, institutional and government agencies.

Mr. Solomon has served in management roles as a consultant with Hagler Bailly Consulting and Synergic Resources Corporation, focused on issues of energy strategy and demand-side management. He also worked in management roles with the New York State Electric and Gas Corporation (NYSEG) in areas of transmission engineering, forecasting and conservation assessment.

Mr. Solomon has Batchelor Degrees in Electrical Engineering and Biology and an MBA with a concentration in Finance.




Stephen B. Traicoff
 

Mr. Traicoff is a leading expert specifically involving energy hedging, deal-making, contracts and risk management activities. As a lead trader and manager at Lyondell Petrochemical Company, Mr. Traicoff exercised all commercial responsibility for $2 Billion/year sales of gasoline, diesel, and jet fuel production, including the planning and execution of all risk management activities. While at Lyondell, he exercised commercial responsibility for 11 million Barrels/year of residual fuel sales. His responsibilities included actively managing the fuel switching capabilities between natural gas and fuel oil for an industrial facility consuming 150,000 MM Btu/day.

As a dealmaker and originator at Enron Capital & Trade Resources, Mr. Traicoff originated, structured, negotiated, and closed energy-related commodity (natural gas, oil, and power) transactions totaling over $300 MM in revenue and resulting in over $15 MM in income. These transactions typically spanned several years and made extensive use of financial derivatives. Of particular note, he structured, negotiated, and closed a multi-year natural gas supply deal involving an innovative, first-of-a-kind pricing structure with Enron’s largest single site industrial client.

In addition to his energy commodity transactional experience, Mr. Traicoff originated structured, negotiated, and/or closed over $125 MM of equity and debt financing in new energy-intensive and energy-related projects and existing enterprises. In his position as a Director in the Energy Finance/Industrial Services Group at Enron Capital & Trade Resources, Mr. Traicoff led capital investment efforts in energy-intensive industries (chemicals, refining, pulp and paper, steel). While there, he led a cross-functional team that included credit, trading, legal, tax, accounting, and syndication functions, resulting in four deal closures. He structured several innovative financial support and guarantees, including insurance products.

Over the past five years, Mr. Traicoff has been engaged as either a litigation support consultant or expert witness in cases involving disputes concerning energy. Experience includes cases involving complex structured finance, market manipulation, industry commercial standards, and fraud.

Mr. Traicoff received a Bachelors of Science in Chemical Engineering from Ohio State University in 1978. He has worked in various assignments in process engineering, plant operations, computer process automation and control, and research and development.
