The Vista Energy Group Announces Formation of Solar and Renewables Energy Practice

PHILADELPHIA, PA --The Vista Energy Group (Vista) is pleased to announce the formation of its solar and renewable energy practice. Vista has long worked with clients on engagements focused on renewable energy and has extended its network to include Mr. Ron Celentano, a nationally-recognized expert in the solar energy to its consulting team. Mr. Celentano has been at the forefront of advancing solar generation and system deployment in the commercial market in the Mid-Atlantic region and has actively contributed to the rules for solar as a renewable energy source in Pennsylvania. The solar and renewable energy practice provides assistance to Vista’s traditional client base including electric utilities, technology companies, project developers, financial parties and large commercial, industrial and institutional customers, as well as governmental entities looking to better understand their options, risks and opportunities. Vista is actively working on two very large scale solar PV projects in Pennsylvania.

Vista has established solar expertise and is well positioned as an objective source of information and market insight. In addition, Vista has a wide network of industry experts and can ensure that clients are able to gain timely insight and expertise throughout the U.S.

Dr. John N. O’Brien appointed to the 

Florida Energy Commission

  

TALLAHASSEE  -- Dr. John N. O’Brien, President and CEO of Vista Energy Group, Inc. has been appointed to the nine-member Florida Energy Commission. The Commission will be charged with making recommendations to the legislature to establish a state energy policy based on principles of reliability, efficiency, affordability and diversity.    Each of the members appointed is noted as an expert in relevant fields, including energy, natural-resource conservation, economics, and engineering. In May of 2006 the Florida Legislature enacted a comprehensive energy bill, which among other things established the Florida Energy Commission.

 

“As we move forward, we are going to face some changeling policy decisions concerning the development of an adequate and reliable energy supply and combine that with a sensible approach that will protect the environment.  There is no single silver bullet solution.  This will require a comprehensive examination of new types of energy sources and technologies comprising a mosaic of solutions,” said O’Brien.

 

 Dr. O’Brien has expertise in restructuring and functioning of the electric and natural gas markets and infrastructure in the United  States and Canada, investment banking and analysis in the energy sector; founding and building energy businesses, clean-coal technologies; generation plant siting, permitting and project finance, mergers and acquisitions, mineral-rights and royalty issues and energy-management and accounting systems.

 

 

Dr. O’Brien has 30 years of experience in the energy business.  He is president and CEO of Vista Energy Group.  Before joining Vista Energy, he served as president of Global Change Associates, principal at Skipping Stone, Inc., founder, president and CEO of Wheeled Electric Power Company, All Power Corporation, and Direct Gas Supply Corporation and served as full scientist in the Department of Nuclear Energy at the United States Department of Energy’s Brookhaven National Laboratory.

Vista Energy Group's CEO to Address the Australian Coal Association's Annual Meeting

Dr. John N. O'Brien is a keynote speaker at the Australian Coal Association's Annual Meeting Sidney, Australia. He will be speaking on the progress made in the US on employing IGCC technology in the domestic power sector. His speech, on April 5, will highlight the blueprint developed by the Vista Energy Group for facilitating the commercialization and deployment of IGCC technology.

Commonwealth of Virginia Fuel Oil and Natural Gas Bid Program Update

Vista Energy Group is currently assisting the Commonwealth of Virginia with its Energy Procurement Plan. The ultimate goal being finding fuel oil and/or natural gas supplier(s) that can serve the Commonwealth's requirements and preferred contract terms. Initial task requires capturing relevant Natural Gas and Fuel Oil consumption data from Commonwealth facilities and agencies.

The project is currently on schedule and is anticipated to be completed by end of May 2005.

Western Greenbrier Co-Generation RFP Update

The Vista Energy Group continues to work with the Western Greenbrier Power Plant to provide support in securing purchasers for its output. Vista Energy Group is currently accepting bids on behalf of the Western Greenbrier Co-Generation through its formal RFP which is intended to execute a Power Purchase Agreement (PPA) in the summer of 2005.

The Western Greenbrier Power Plant, which is scheduled to begin operation in early 2009, will be a 90-megawatt waste coal-fired plant in Rainelle, WV. The project was selected by the US Department of Energy (DOE) as part of the Clean Coal Power Initiative and has received a $107.5 Million financial assistance award from DOE to support approximately 50% of the plant's capital costs.

The Western Greenbrier Power Plant is designed to be fueled with waste coal and will employ state-of-the-art emissions reduction technologies. The operation of the Western Greenbrier Plant will create two major environmental benefits; first, it will address the serious problem of waste coal left after mining operations. Waste coal is a very serious problem because of rain runoff and the spread of toxic waterborne substances.

In addition, emissions allowances for SOx and NOx that are offset by the operation of the Western Greenbrier Plant could be sold forward. These emissions are valued in the marketplace and will add to the benefits that accrue to the project and the environment. The benefits fall into two principal categories; (1) offsetting toxic air pollution emissions and (2) ridding the landscape of dangerous waste coal.

EUCI's Coal Gasification Seminar Well Attended

EUCI's Coal Gasification Technology Seminar was an enormous success. Vista Energy Group, Inc. sponsored the seminar, which took place in Denver Colorado in mid January. Over 90 executives and managers in the coal, electric, financial, and technological industries attended it. The focus of the seminar was Integrated Gasification Combined Cycle (IGCC) technology, the most successful method of producing electric power and liquid fuels utilizing coal gasification.

Dr. John N. O'Brien, President and CEO of Vista Energy Group and Mr. Matthew F. Rose, Vista Energy Group Principal were the presenters. They are co-authors of the DOE/NARUC report entitled, An Analysis of the Institutional Challenges to Commercialization and Deployment of IGCC in the U.S. Electric Industry: Recommended Policy, Regulatory, Executive and Legislative Initiatives.

Those who attended the seminar were given the opportunity to obtain a clear and objective understanding of today's latest information on an important and successful clean coal technology for generating electricity and the activities necessary to rapidly deploy IGCC technology in the US power sector. West Virginia Merchant Plant Issues Request For Statement of Interest for Power from New Waste Coal-Fired Project

Western Greenbrier Co-Generation, LLC (WGC) has announced plans to build a 90-megawatt waste coal-fired plant in Rainelle , WV and has issued a formal Request for Statements of Interest to identify potential parties interested in purchasing the plant’s output. WGC is a municipal entity empowered to design, construct and operate the generating facility.

The project was selected by the US Department of Energy (DOE) as part of the Clean Coal Power Initiative and has received a $107.5 Million financial assistance award from DOE to support approximately 50% of the plant's capital costs. The Plant is currently in the conceptual design phase. Plant start-up is expected in early 2008 with full commercial operation beginning in 2009.

The Plant project team includes a number of highly qualified participants including Parsons Energy and Chemicals (PA), ALSTOM Power Inc. (CT), Vista Energy Group (NY), and Citigroup Global Markets (NY). The Plant is designed to use waste-coal as its fuel source. WGC has contractual entitlement and access to more than twenty years of waste coal reserves. The use of waste coal benefits the local environment by reducing future clean-up costs. In addition, the use of waste-coal results in minimizing fuel price volatility as compared to conventional fuel sources. The combustion ash will be converted into high value byproducts as well as used to neutralize acid runoff, thereby benefiting the local watershed. The Plant is sited in Rainelle , WV (about 100 miles southeast of Charleston , WV ).

A formal interconnection request has been filed with PJM Interconnection, Inc., allowing access throughout the PJM transmission network. The interconnection process should be completed by Summer 2005. "Our project development work is progressing on schedule. We are confident that full commercial operation will be achieved in early 2009 are looking forward to mutually beneficial power purchase arrangements with interested parties,"said Gary Skidmore, President of WGC. WGC is issuing an RFI in advance of a formal RFP to identify and contract with a suitable counter-party interested in purchasing the plant's output through a Power Purchase Agreement.

The RFI document details information describing the plant background, facility operating characteristics and key criteria required by WGC. The RFI information is provided to assist prospective parties in deciding if the plant addresses their company power needs and whether they want to receive the formal RFP and participate in the bid process. The current timeline includes the intent to execute a Power Purchase Agreement (PPA) in the summer of 2005.
